APROCE – Associazione Prostitute del Ceará
L’ Associazione Prostitute del Ceará nasce come movimento sociale nel 1990. Il suo obiettivo fondamentale è la difesa delle donne prostitute attraverso la lotta contro i preconcetti di una città ancora sessista, patriarcale ed ipocrita. In questo modo reinterpreta il controllo sociale come esigenza di politiche pubbliche, aprendo uno spazio sociale e politico per favorire migliori condizioni di vita e lavoro per le innumerevoli donne per cui la prostituzione è una fonte di reddito, impiego e/o scelta.
Quando fu identificato il primo caso di AIDS fra una lavoratrice del sesso nel Ceará si diede il via a una serie di iniziative preventive all’interno di questo gruppo. Il progetto InterAids mobilizzò per esempio diverse educatrici con l’obiettivo di coscientizzare uomini e donne che avevano a che fare con attività di prostituzione.
Alla necessità di prevenzione si sommò la domanda di migliori condizioni di vita e lavoro delle lavoratrici del sesso. Riunite in assemblea, il 13 novembre 1990, ex-prostitute, prostitute e volontarie formalizzarono il desiderio di organizzare il gruppo attraverso la fondazione dell’ Associazione Prostitute del Ceará. “Per le prostitute era arrivato il momento di smettere di essere marginali o di essere trattate come drogate, e di iniziare ad essere cittadine”, disse l’ex presidente di Aproce, Rosarina Sampaio, riferendosi al momento iniziale dell’organizzazione delle lavoratrici del sesso nel Ceará.
Fondata 18 anni fa Aproce é la prima associazione di prostitute che ha ottenuto la registrazione in Brasile senza usare un nome di fantasia. Le prostitute, in seguito a tanta discriminazione, preconcetti e violenza, decisero di mostrare e provare di essere degne di rispetto. Iniziarono ad agire in modo da non essere più viste come irresponsabili e marginali ma come donne con carattere e forza spesso superiore a quella di molti uomini e donne capaci di fungere da madri e padri nel caso in cui i padri non avessero assunto le loro responsabilità.
Alla metà degli anni ottanta vista la propagazione dell’AIDS, il ministero della salute, grazie al programma di vigilanza (ancora non esisteva la coordinazione del DSTS/HIV/AIDS), rivolse particolare attenzione alle prostitute, che secondo quello che si diceva all’epoca, costituivano un gruppo a rischio. Quindi, in quanto prostitute, ci schierammo nella lotta a questa epidemia fino ad allora sconosciuta. Iniziammo così a distribuire informazioni sul DSTS /HIV/AIDS, materiali per la prevenzione e ad organizzare incontri, indirizzati sia a prostitute che ad altri segmenti della società, cosa che tuttora facciamo.
Queste azioni si sommarono ai lavori già esistenti, come la lotta per la difesa dei diritti umani e tutte le azioni per una vita migliore per le donne prostitute. Oggi Aproce conta quasi 4000 associati e negli anni fu responsabile della fondazione di varie associazioni nel nord, nordest e altre regioni del paese. Aproce collabora con molte imprese e organi governamentali nelle tre istanze. Nel Ceará ha relazioni con tutti gli organi governamentali statali e municipali, soprattutto quelli che si occupano di salute, educazione, cultura e sviluppo sociale.
La grande sfida è mantenere i progetti attivi, visto che spesso, in momenti di transizione politica quando il gestore dei progetti cambia, la loro rinegoziazione non sempre è possibile. Ma i progetti continuano grazie alla forza delle prostitute che lottano perchè le attività non si blocchino. Purtroppo questo non è sufficiente a garantire di per sè il loro buon funzionamento. Uno stipendio sarebbe necessario per mantenerci e mantenere le nostre famiglie. Uno degli obiettivi fondamentali di Aproce é trovare mezzi di sostentamento per poter essere indipendenti, elaborare progetti e svilupparli, dando la possibilità a prostitute adulte che desiderano una nuova fonte di reddito e non vogliono continuare con la loro professione, di trovare un’ occupazione in questi progetti.
Aproce da sempre sviluppa diversi lavori relativi alla prevenzione del DST/HIV/AIDS; accesso degno ai servizi di salute; lotta contro preconcetti e stigma; lotta alla violenza contro prostitute; lotta alle cause principali che inducono molte giovani donne a prostituirsi: una ricerca condotta da Atroce evidenzia condizioni economiche e sociali escludenti come i principali fattori nel 63% dei casi. A Fortaleza prostituzione si confonde con gioventù e molto spesso assume il carattere di sfruttamento sessuale. Punto saliente della attività di Aproce è la lotta contro lo sfruttamento sessuale con fini commerciali dei nostri bambini e giovani, turismo sessuale e tratta di persone, situazioni che vulnerabilizzano ulteriormente l’attività di prostituzione.
Aproce, visto il suo approccio dinamico, è una delle istituzioni responsabili per l’ampliamento della lotta delle lavoratrici del sesso in tutto il nord-est, avendo contribuito ad estendere e creare associazioni e nuclei organizzativi in 7 città del Ceará e in tutti i 9 stati del nordest del Brasile. É una istituzione dalla notorietà nazionale e dal riconoscimento internazionale per le sue attività, sia nel campo dei diritti umani delle lavoratrici del sesso, della lotta contro lo sfruttamento sessuale e del turismo sessuale, sia per quanto riguarda sforzi per migliorare le condizioni di vita delle prostitute, favorendo un più facile accesso ai servizi di salute e attività per prevenire l’ DST/HIV/Aids.
Dalla sua fondazione Aproce pensò ad azioni rivolte al segmento infanto-giovanile, specie riferendosi a problematiche collegate alla prostituzione. Da questo tipo di preoccupazione nascono progetti per la prevenzione come “Flor em Botão”, “Menina Moça” e “Se Liga Galera”, oltre a attuazioni e posizionamenti istituzionali nella lotta allo sfruttamento sessuale e al turismo sessuale infanto-giovanile, così come nella lotta alla tratta di persone. Questo avviene principalmente tramite la realizzazione di campagne o la collaborazione in svariati progetti.

Progetto Bom Jardim Regando Para Viver “Massimo Ronchetti”
Sappiamo tutti che purtroppo Fortaleza è uno dei paradisi del turismo sessuale internazionale, ogni anno migliaia di minorenni vengono sfruttati per un piacere personale, approfittando della loro miseria , da 4 anni come associazione siamo impegnati per denunciare e contrastare questo fenomeno, ed ora vorremmo costruire 2 case di prevenzione allo sfruttamento, con corsi di informatica, alfabetizzazione, sport, teatro, danza,capoeira, musica, un refettorio con cucina, ecc...per dare la possibilità a tanti di avere un futuro migliore, abbiamo bisogno di tutti voi, responsabile è Rosarina Sampaio , facciamo conoscere il volto solidale del nostro paese e non quello degli sfruttatori,parte fondamentale del progetto sono le attività sportive nel quartiere Bom Jardim e Farol non esistono strutture aperte a tutti e le ragazzine e ragazzini ciò che chiedono di più è un luogo dove trovarsi per fare attività di gruppo per non continuare a stare in strada, nella prima parte già realizzata, abbiamo in parte ristrutturato una casa ( come da foto ) e nel salone principale si svolgono corsi di danza, capoeira, musica, ecc.. c’è un piccolo refettorio ( da ampliare), la cucina, i servizi igienici ( da ampliare ) e altre 2 sale, il prossimo passo quello più impegnativo è la costruzione della palestra ( come da progetto allegato), il costo totale della costruzione è di 45.000 euro ciascuna , speriamo di incontrare tanti amici che possano sostenere questo sogno di centinaia di ragazzine/i di Bom Jardim e del Farol, un modo tra i tanti per ricordare un nostro caro amico. grazie per quanto farete.

Federazione Nazionale Prostitute del Brasile
La necessità di creare il FNTS è stata riconosciuta nel 2007, durante l’incontro sui diritti umani organizzato da APROCE al quale fummo invitate noi prostitute di tutto il paese. Questo ci ha fatto sentire per la prima volta effettivamente valorizzate, vista la mancanza di un precedente nostro coinvolgimento in discussioni promosse da, o rivolte a, prostitute. Rosarina Sampaio è stata eletta nostra rappresentante per la sua competenza, carisma e simpatia. Al di là delle necessità di affrontare problematiche di donne prostitute, FNTS e’ stata creata per inserirci ufficialmente nella lotta contro violenza e sfruttamento sessuale di bambini e adolescenti. Questo punto rimane saliente nella nostra missione e obiettivo generale.
Pur avendo da poco tempo personalità giuridica, la FNTS, a un anno dalla sua fondazione, ha già co-partecipato a vari eventi e progetti in collaborazione con la ONG Modena Terzo Mondo e altre istituzioni governamentali. Per il prossimo anno è prevista la creazione di un sito internet come spazio per denunciare qualsiasi forma di violenza contro bambini e adolescenti. Sarà anche data continuità al progetto SEMAS contro la Tratta di Persone. La partecipazione di Rosarina Sampaio, la nostra presidente, e di altre nostre prostitute a seminari e incontri nazionali e internazionali, sarà fondamentale per divulgare informazioni sulle nostre attività e creare collaborazioni.
Tutte abbiamo mobilizzato risorse per il forum sociale mondiale 2009 e siamo ansiose di conoscere i risultati del progetto elaborato per le 5 regioni in collaborazione con il ministero della salute. La nostra lotta per una migliore qualità di vita di noi tutte è stata finalmente riconosciuta.
The Ceará Prostitute’s Association began as a social movement in 1990. Its main aim is to defend prostitutes by fighting against the prejudices of a city which is still sexist, patriarchal and hypocritical. Defending them in this way emphasizes the social need for public policies, opening a social and political gap to promote better living and working conditions for the countless women who choose prostitution as a source of income and employment.
When the first case of AIDS was discovered in a Ceará sex-worker, it prompted a series of prevention initiatives inside this group. For example the InterAids project mobilized various teachers who set about educating men and women involved in prostitution.
The need for prevention was added to the demand for better living and working conditions for sex-workers. On the 13th November 1990 former and current prostitutes and volunteers officially agreed to set up the Ceará Prostitute’s Association. “For the prostitutes, the moment had arrived for them to stop being marginalized or treated like drug addicts, and to begin to be citizens” said Rosarina Sampaio, the ex-president of APROCE, referring to the moment the Ceará’s sex-workers’ organization began.
Founded 21 years ago, APROCE was the first prostitutes’ association to be registered in Brazil using a real name, instead of a false one. After so much discrimination, prejudice and violence, the prostitutes decided to prove to everyone that they deserved respect. They began to act more responsibly, like confident women who were often more head-strong than many others, and capable of acting as mothers in cases where a girl’s parents had not assumed their responsibility to protect their daughter.
The 1980s saw the spread of AIDS and the Ministry of Health (at that point there was no separate department for STDs, HIV or AIDS), thanks to a surveillance project, paid particular attention to the prostitutes, who were seen as being a particularly high risk group for the spread of the disease. So the prostitutes joined the fight against the epidemic that had been up until then unknown. They began to distribute information on STDs, HIV and AIDS and preventative materials, and to organize meetings for both the prostitutes and other sectors of society, which they continue doing to this day.
Their efforts were added to the work already begun, such as the struggle to defend their human rights and to allow the prostitutes to lead a better life. Now APROCE has almost 4000 members and in the 1990s it was responsible for setting up various similar associations in the north, the north-east and other regions in the country. APROCE works with many companies and government and council departments in Ceará, but mainly those that are involved with health, education, culture and social development.
However the big challenge is keeping these projects going even when there is political transition and the project managers change, given that renegotiation is not always possible. But the projects continue thanks to the prostitutes’ efforts which prevent the activities from coming to a halt. Unfortunately this is not always enough to ensure they function well. The prostitutes need money in order to support themselves and their families. One of APROCE’s main goals is to find alternative means of support so that the women can create and develop projects, giving other prostitutes who don’t want to continue working the opportunity to find new a source of income by working in one of these projects.
APROCE has always worked towards preventing STDs, HIV and AIDS, widening access to health services, fighting prejudice and stigma, preventing violence against prostitutes and tackling the main causes why many young women become drawn into prostitution. Research conducted by APROCE shows that financial hardship and social exclusion are the principal factors in 63% of cases. In Fortaleza prostitution gets blurred with children and very often becomes sexual exploitation. APROCE’s other main causes are the fight against the commercial sexual exploitation of children and young women, sex tourism and human trafficking.
Given their dynamic approach, and having helped to expand and create associations in seven cities in the State of Ceará and in nine other north-eastern Brazilian states, APROCE is one of the institutions in charge of popularizing the sex-workers plight in the whole of the north-east. It is famous nationally and internationally for the work it does, both in the field of sex-workers’ human rights (in order to improve the prostitutes’ living conditions and developing better access to health services) and regarding its activities to prevent the spread of STDs, HIV and AIDS.
Since it was established APROCE has been concerned about the link between prostitution and children. This concern has given rise to prevention projects such as ‘Flor em Botão’, ‘Menina Moça’ and ‘Se Liga Galera’, and there have been real accomplishments in the struggle against sexual exploitation and child sex tourism, as well as in the fight against human trafficking. This occurs mainly through campaigning or collaboration with various projects.
It is sadly a well-known fact that Fortaleza is one of the havens of the international sex tourism industry and every year thousands of children are exploited for personal pleasure by people who take advantage of their destitution. The Association has been reporting and tackling this phenomenon for over four years and would now like to build two exploitation prevention houses, with IT and literacy courses, sport, drama, dance, capoeira and music lessons, a canteen and a kitchen, etc. to give so many people the possibility of a better future. Rosarina Sampaio runs the association and they need help in showing that the supportive side of Brazil is stronger than the exploiters. A fundamental part of the project is its sporting activities. In the Bom Jardim and Farol neighbourhoods there are no youth centers open to all the young boys and girls and what they need most is a place to meet for group activities, in order to get them off the streets. To start with, they have partly restructured a house and courses in dance, capoeira and music take place in the main hall. There is a small dining hall (which is to be enlarged), a kitchen, hygiene facilities (to be enlarged) and another two rooms. The next big step is to raise enough funds to build the gym hall, which will cost a total of €45,000 and will improve the lives of hundreds of young girls and boys.
The need to create the NSWF became apparent in 2007 during a meeting held by APROCE on human rights, which was attended by prostitutes from all over the country. Seeing as they had previously been excluded from discussions on prostitution, this made them feel valued for the first time. Rosarina Sampaio was elected to be the Federation’s representative because of her expertise, charisma and popularity. Beyond the need to face up to issues affecting prostitutes, the NSWF was created to officially involve prostitutes in the fight against violence and sexual exploitation of children and adolescents. This remains a core aim of their mission.
Although the NSWF was formed only recently, it has already participated in various events and projects in collaboration with Modena Terzo Mondo and other government institutions. Next year they are planning to create a website for reporting any type of violence against children and adolescents. The SEMAS project against human trafficking will also be continued. The participation of Rosarina Sampaio, the president, and others at national and international seminars and events will be important for spreading information on their activities and finding new supporters. Their fight for a better quality of life for all prostitutes is finally being recognised.
